Independent AML audit: why having a framework is not enough
An inspector's question is not 'do you have policies?' but 'how do you know they work?'. The only acceptable answer is an independent audit function.

A business builds an AML framework: appoints an officer, writes policies, trains a team. Then comes the question none of that answers: how do you know any of it actually works?
That question is precisely why the independent audit function exists. The UAE framework provides for an independent audit function to check the quality of the AML measures a business adopts, periodically reviewing the adequacy of its programme and detecting gaps or weaknesses.
What does an independent audit test?
The essential difference between an audit and a paperwork review is that an audit tests **effectiveness**, not **existence**. A policy existing is one thing; a policy being applied is another.
- Are the policies, procedures and controls aligned with the requirements in force?
- Are they consistent with the enterprise risk assessment the business actually carried out?
- Is the due-diligence programme robust and applied to real files?
- When a real case arose, did escalation and reporting follow what the procedures describe?
- Did training reach those who needed it, and was it documented?
The independence condition
Calling the work an audit is not enough. It must be conducted by a party not involved in day-to-day compliance operations, free from conflicts of interest, with the necessary qualifications and expertise in the field.
How it differs from a health check
| Aspect | Health check | Independent audit |
|---|---|---|
| Purpose | Preparing for an expected inspection | Periodic testing of programme effectiveness |
| Timing | As needed, before an event | Regular and periodic, as part of governance |
| Output | Gap report and correction plan | Independent report to senior management |
| Independence | Helpful | A fundamental condition |
A health check is a rapid remedy; an independent audit is part of permanent governance. A mature business needs the second and does not settle for the first.
Why the board should care
An independent audit report is not merely a regulatory document. It is how senior management learns its true position without relying on reassurance from the team responsible for delivery.
And should accountability arise, a regular audit function with documented remediation of its findings is evidence that management exercised oversight — a consideration that carries real weight.
When you need one now
- If you built your framework and have never tested it
- If your activity, client base or systems have changed materially
- If your compliance officer changed and you need an objective view of what was inherited
- If your framework was written before October 2025, it rests on a repealed law
